Can you beat this game in under 15 turns?

Enjoy this old fishing game I managed to find on my old Noki Noki phone. It's simple but it's fun arcadey action in a game about fishing. Creating an emulator for it was pretty challenging so I hope you can appreciate this game for what it is.
